Since in every European country between 1870 and 1914 there was a war party demanding armaments, an individualist party demanding ruthless competition, an imperialist party demanding a free hand over backward peoples, a socialist party demanding the conquest of power and a racialist party demanding internal purges against aliens - all of them, when appeals to greed and glory failed, invoked Spencer and Darwin, which was to say science incarnate.
Without armed struggle neither the proletariat, nor the people, nor the Communist Party would have any standing at all in China and it would be impossible for the revolution to triumph. In these years [the eighteen years since the founding of the Party] the development, consolidation and bolshevization of our Party have proceeded in the midst of revolutionary wars; without armed struggle the Communist Party would assuredly not be what it is today. Comrades throughout the Party must never forget this experience for which we have paid in blood.
If there is to be responsible party government, the party label must be something more than a mere device for securing office. Unless those who are elected under the same party designation are willing to assume sufficient responsibility and exhibit sufficient loyalty and coherence, so that they can cooperate with each other in the support of the broad general principles, of the party platform, the election is merely a mockery, no decision is made at the polls, and there is no representation of the popular will.
I believe my party should never flinch from the requirement that we must continue this progression, otherwise we may end up like the Republican party who lost an election last year that they could have won were it not for their socially conservative agenda. We may have gone two steps forward, but I fear we may have gone one step backwards. The modernisation of the Conservative party is not yet complete.
